The U.N. Security Council is set to vote on Monday on a watered-down U.S.-drafted resolution to impose new sanctions on North Korea over its latest nuclear test, diplomats said, but it was unclear whether China and Russia would support it.

North Korea warned the United States that it would pay a “due price” for spearheading efforts for fresh sanctions for this month’s nuclear test, which followed a series of test missile launches, all in defiance of U.N. sanctions.

A U.S.-drafted resolution originally calling for an oil embargo on the North, a halt to its key exports of textiles and subjecting leader Kim Jong Un to a financial and travel ban have been weakened, apparently to placate Russia and China which both have veto powers, diplomats said.

It no longer proposes blacklisting Kim and relaxes sanctions earlier proposed on oil and gas, a draft reviewed by Reuters shows. It still proposes a ban on textile exports.

Still, North Korea denounced efforts by Washington to impose new U.N.-backed sanctions against the country. The North’s Foreign Ministry spokesman said the United States was “going frantic” to manipulate the Security Council over Pyongyang’s nuclear test, which it said was part of “legitimate self-defensive measures,” RT reports.

“In case the U.S. eventually does rig up the illegal and unlawful ‘resolution’ on harsher sanctions, the DPRK shall make absolutely sure that the U.S. pays due price,” the spokesman said in a statement carried by the official KCNA news agency.

“Since the US is revealing its nature as a bloodthirsty beast obsessed with the wild dream of reversing the DPRK’s development of the States Nuclear Force which has already reached the completion phase, there is no way that the DPRK is going to wait and let the US feast on it.”

The North Korean Foreign Ministry threatened the United States should any further sanctions pass and be implemented against North Korea.

“The US will face the greatest pain and suffering and permanent extinction if it insists on imposing new sanctions against North Korea over Pyongyang’s latest nuclear test.” 

The original sanctions drafted by the United States would have been the harshest to date.  The draft agreed to late Sunday after final negotiations between the U.S. and China, the North’s ally and main trading partner, also eliminates a U.S. proposal to authorize the use force to board nine named ships, which it said violated previous U.N. sanctions resolutions, to carry out inspections.

As the UN security council prepared to meet later on Monday, the US reportedly watered down its sanctions resolution in the hope of winning support from China and Russia.

Steve Mnuchin, the US treasury Secretary warned that if the UN security council failed to agree to further measures against North Korea, that he has an executive order ready for POTUS Trump to sign that would impose sanctions against every nation that does trade and commerce with North Korea.

It seems Russia and China and doing their best to protect North Korea and keep the United States at bay from any military actions as well as any sanctions that would put a serious financial burden upon them.
